Thinking about climate change and international study (Bryan Alexander)

Greetings from London, where I’m attending a CIEE event on international study. It’s good to be back in this city, if only for a few overscheduled days.

I’d like to share notes for my talk here. Since I gave it without slides, the only images I’ll share are screen grabs and photos I took, like this one of the unsuspecting audience:

 

To frame my quick talk, recall my old question: how can higher education best respond to the climate crisis?

I began with a big picture overview: the specter of global warming as a grand civilization crisis. I noted the sheer size and complexity of the problem. It impacts everything, including climate change. I mentioned the many ways colleges and universities can react and be influenced by the crisis, then focused down to the question of international study. How can we reduce the carbon footprint of study abroad? What are the available options?

One option is to consider alternatives to flying. Students can take trains to destinations. This can work well in Europe, coastal China, America’s east coast, and… not many other places, given the limited availability of train infrastructure. We can also turn to ships and boats, but similarly that also only works in a limited sphere. Using these options a study abroad program would have to re-localize or regionalize its scope.

A second option is to go virtual. We already know how to do virtual trips through combinations of web content, live video, and asynchronous video. There have been examples of immersive experiences in virtual reality for a long time. Now extended reality (examples: Hololens, Magic Leap, Vision Pro) offer even greater immersive possibilities. So student can have *some* experience of another part of the world. Yet this runs into all kinds of problems, such as yielding a much narrower and shallower experience, not to mention cost and digital divide challenges.

A third option is for study abroad to embrace climate change at a programmatic level. First, students can study global warming through themed internships, exchanges, formal classes, and just cultural immersion. Host groups can identify climate-relevant opportunities, from civil engineering projects to solar installations, agricultural experiments, and more. Imagine an economics major working with a company attempting to decarbonize operations, or a political science student interning with a government wrangling climate policies. As I keep saying, climate change is deeply transdisciplinary.

Second, students could travel abroad for non-climate topics, but explore global warming in that content. Imagine, for example, a student spending months in Madrid to work on their Spanish language and culture understanding. They can keep an eye out for how climate appears there: consumer behavior, popular attitudes, new regulations, emerging products and services, even the language used. This will take some preparation on the “sending” institution’s part, perhaps through a climate change literacy program.

As with anything involving climate, or higher education, there are quality questions. How can we assure that such experiences are good and germane? How do supporting faculty and staff learning climate issues and their applications in these contexts? Institutions of all kinds – colleges, nonprofits, companies, governments – will have to do this carefully. Realistically, some might not.

I wrapped up this quick sketch with advice to the audience, recommending that everyone in the study abroad world not only get up to speed on climate change, but look ahead to changes in this topic. We might expect (for example) rising governmental or cultural pressure against flying. We should also anticipate developments in air travel technologies, such as the emergence of new jet fuels and the return of airships. Study abroad might take to the skies once more.

…and that was a lot to do in 15 minutes, but I managed in 14. “Like drinking from a firehose” observed the program’s moderator.

Afterwards, there was a good deal of interest from conference participants in conversation. I raised climate during question and answer periods for some other sessions, and presenters took the topic seriously. I got the impression that this was a topic either new to them, or one they hadn’t hashed through out loud. I hope my quick presentation was a useful contribution.

At a meta-level, I’ve been traveling a lot this summer, reaching locations on two continents via car, train, and aircraft. I’ve also done a series of virtual events. I am by no means satisfied with my own professional carbon footprint, and am working on it.

How might we do climate action in academia under a second Trump administration? (Bryan Alexander)

It is now, in short, a petrostate.

How can we do climate crisis work within the higher education ecosystem under a second Trump administration?

With today’s post I’d like to explore strategic options in the present and near future. This is for everyone, but I’ll conclude with some self-reflection. My focus here will be on the United States, yet not exclusively so.

Climate change under Trump: pressures on higher education

To begin with, the threat is that president Trump will undo federal support for climate action across the board (for evidence of this, see statements in Agenda 47, Project 2025, and elsewhere). Beyond the federal government, Trump can cause spillover effects at state and local levels. This should strengthen red states, counties, and cities in anti-climate policies and stances.

That governmental change will likely have direct impacts on higher education. About two thirds of American colleges and universities are public, meaning state-owned and -directed and therefore quite exposed to political pressures. Academics working in those institutions will be vulnerable to those forces, depending on their situation (institutional type, what a government actually does, the structural supports for units and individuals). How many academics – faculty, staff, students – will be less likely to undertake or support climate action? Will senior administrators be similarly disinclined to take strategic direction for climate purposes?

Beyond governments, how would the return of Trump to national power, complete with Republican control of Congress and the Supreme Court, shape private entities in their academic work? I’m thinking here of non-governmental funders, such as foundations, along with the many businesses which work with post-secondary education (publishers, ed tech companies, food service, etc.). Researchers studying global warming might have a harder time getting grants. Some funders might back off of academics doing climate work of all kinds. This can impact private as well as public academic institutions.

On the international side, Trump’s promised withdrawal from the Paris agreement and his repeated dismissal of climate change might make it harder for American academics to connect with global partners. Without simplifying too much, non-American academics might find Trump 2.0 an extra barrier to partnering with peers in the United States, especially if their national or local governments also took up anti-climate positions. International businesses developing decarbonization goods and services might step back from a newly Trumpified America (here’s one recent example).

Beyond those entities we should expect various forms of cultural resistance to climate work. Leaders from Trump and Vance on down can stir up popular attitudes and actions; the anti-immigrant focus on Springfield, Ohio gives one example. Politically-engaged individuals can challenge, threaten, or attack academics whom they see as doing harmful actions along climate lines.

On the other hand, academics might draw support from governments, businesses, nonprofits, and individuals who resist MAGA and seek to pursue climate goals. We could see governmental climate energies devolve below the federal level to states and below. Hypothetically, a professor in, say, California or Vermont might fare better than peers in Texas or South Carolina.

To be fair, political boundaries might not be cut and dried. Climate disasters might change minds. Republicans who benefit from the surviving pieces of Biden’s Inflation Reduction Act might decide not to oppose academics doing climate work. The low costs of solar can trump (as it were) ideology. And insurance companies seem likely to continue their forceful actions of denying coverage and increasing fees in especially endangered areas.

I’ve been speaking of the academic population as a whole, but we should bear in mind the district experience of campus leaders (presidents, chancellors, system administrators, provosts, vice presidents, deans) in this situation. They play a decisive role in supporting climate action through setting strategic directions, developing programs, and, of course, providing funding. In my experience of researching academic climate action and thinking I’ve found this population to be, all too often, resistant to the idea for a variety of reasons: perceived lack of faculty interest; concerns about board/state government politics; anxieties about community response; fears of financial challenges. Then the Gaza protests happened and campus leaders seem to me even more nervous about taking public stances. How will they act under a new Trump administration?

Recall that politicians can bypass those leaders. The recent Texas A&M story is illustrative in this regard. A state politician decided that the university should no longer offer a LGBTQ studies minor. Campus faculty and its president refused to end the program, but the institution’s board unilaterally terminated it. It’s easy to imagine parallel cases for climate activity, from offering a sustainability degree to overhauling buildings to reduce their carbon footprint, only to be met by a politician’s enmity.
Academic options and possibilities

So what can we do now?

One option is for those doing climate work to just keep on doing it, damning the torpedoes. After all, climate action has historically elicited blowback and hostility, so Trump 2.0 is nothing new. Perhaps it’s a difference in kind, not degree. Academics who see themselves having institutional or other backing (tenure, private funding, benefactors) may just continue. Some might relish the prospect of a public fight.

The public/private divide might be a powerful one. Being employed by, or taking classes at, a state university makes climate politics potentially powerful, even dispositive. Blue states might double down on climate action, which could take the form of new regulations forcing campuses to decarbonize more rapidly or to include global warming in general education. Red states, in contrast, can disincentivize faculty, staff, and students from the full range of climate action, making teaching, research, campus operational changes more difficult, even dangerous.

In contrast, academics affiliated with private colleges and universities might enjoy greater political latitude, at least in terms of direct governmental authority. Some might find themselves constrained by their non-governmental institutional affiliations – i.e., by their churches, if they’re a religious school. Economic and cultural pressures can also hit academics in private institutions. That said, we could see private campuses take a leading role compared with their public colleagues.

What new forms might academic climate action take?

We could well see new informal support networks appear, perhaps quietly, perhaps openly. This could take place via a variety of technological frameworks, from Discord to email. People involved will need others working on the same lines. There are already some formal networks, like AASHE and Second Nature. They might serve as bulwarks against hostility. We could also see new nonprofits form to support academic climate action.

Another tactic might be to establish a for-profit company to do climate work. This might sound strange, but businesses often appeal to the famously business-friendly GOP. An LLC or S-corp doing climate work in higher education could look less Green New Deal-y.

Will we see academics become more public in their climate research, perhaps participating in government lobbying, civic demonstrations, or more? After all, four more years of Trump means we will see increased American greenhouse gas emissions. The crisis is worsening, and that fact might engage more faculty, staff, and students to resist. Perhaps campuses will become centers or hubs of all kinds of climate action.

Furthermore, we might see more direct action. American colleges and universities have seen little of this so far, as opposed to European institutions. There have been some initial, tentative signs of this outside of the academy, like Just Stop Oil spray painting an American embassy in the United Kingdom.



Might we see American students, staff, faculty letting the air out of SUVs, damaging oil infrastructure, pie-ing fossil fuel company executives, or more?

A very different tactic for academics to consider is to be stealthy in order to avoid hostile attention. Not talking about one’s new climate class on social media, not sharing global warming research on TikTok, not doing a public talk in the community might be appealing tactics. Similarly, scholars might avoid publishing in open access journals in favor of those behind high paywalls. We could organize using private messaging apps, like Signal.

We could also stop. We might judge the moment too dangerous to proceed. Think about the largest population of faculty, adjuncts, who have so little workplace protections. They might deem it safer to go dark for a few years until things are less dangerous. Consider academics in various forms of marginalization – by race, religion, gender, professional position – as well as those with non-academic pressures (financial, familial). How many of us will pause this work for the time being?

Those academics who are committed to climate work are thinking about such choices now. And some may be participating in conversations about these options.

Let me close on a moment of self-reflection.

I’ve been doing climate research for years as part of my overall work on higher education’s future. This has taken many forms, including a scholarly book, blog writing, teaching, and a lot of presentations, both in-person and virtual. I have been participating in several networks of like-minded folks. I’ve hosted and interviewed climate experts in various venues. Overall, I work climate change into nearly everything I do professionally.

Yet I am an independent, as some of you know. I do not have a tenured or full time academic position. I don’t have independent wealth backing me up. Doing climate work is increasingly risky. To the extent that people know my commitment, I might quietly lose work, allies, colleagues, supporters. I have seen some signs of this already. Similarly, the public nature of what I do opens me up to the possibility of public attacks. I have not yet experienced this.

My philosophy of work – heck, of life – is that it’s better when shared with other people, hence my longtime preference for sharing so much of what I do online. This makes my work better, I think. Yet now, with a new and energetic conservative administration in the country where I live and do most of my work, perhaps this is too risky. I’ve already received advice to run dark, to do climate and other work underground.

Or maybe this is me overthinking things, starting at shadows. These are possibilities, each contingent on many factors and developments in a sprawling and complex academic ecosystem. We could see versions of all of the above playing out at the same time. Some presidents may boldly lead their institutions into accelerated climate action, while others forbid faculty and staff from any such activity. Some professors may launch new climate-focused classes while others delay teaching theirs for years. Staff members in a blue state might set up organic farms and push for fossil fuel vehicle parking fees, while others focus on other topics and keep their heads down. Some of us will make content for public view while others head underground.

Everything I know about climate change tells me this is a vast, civilization-wide crisis which humanity is struggling to apprehend, and that academia can play a significant role in addressing it if we choose to do so. Today I do not feel comfortable advising individuals on what each person should best do in this new political era. But I want to place the options before the public for discussion, to the extent people feel they should participate.

I hope I can keep doing this work. It needs to be done.

Shall we all pretend we didn't see it coming, again?: higher education, climate change, climate refugees, and climate denial by elites

Can US higher education do much to reduce climate change, either as a leader or as a teacher?  The answer so far is no. That's not to say that there aren't universities (like Rutgers) doing outstanding climate change research or students concerned about the planet's future. There are. But that research and resistance is outweighed by those who control higher education, trustees and endowment managers, and their financial interests. 

While devastating occurrences like Hurricane Helene (and possibly Hurricane Milton) serve as high-rated entertainment, news coverage also makes the stakes seemingly more visible to those who are not directly affected. 

For many, hurricanes, wildfires, tornadoes, and heat waves are quickly forgotten or remembered merely as single acts of god or seasonal anomalies, not as ongoing acts of greedy rich men. And melting icebergs and disappearing islands are something most Americans don't see, at least firsthand. Generations of data and information are ignored by those who are poorly educated and those who claim to be educated, but uneducated morally. 

Predictions of more global conflicts and an estimated 1.2 billion climate chaos refugees are barely mentioned in the news, but they are looming.

Universities on Fire wins AAC&U book award (Bryan Alexander)

For the past several years I’d focused much of my research capacity on forecasting how the climate crisis might impact higher education, and what academics might do in response. That work appeared in many blog posts, presentations, meetings, Future Trends Forum sessions, and my 2023 book, Universities on Fire.

Today I’m delighted to announce that this work has received some splendid recognition. The American Association of Colleges and Universities is a 109-year-old organization devoted to liberal education, with more than 1,000 campuses as members. AAC&U has just chosen Universities on Fire for its Frederic W. Ness Book Award. The award goes to books which make “outstanding contributions to the understanding and improvement of liberal education.”

I am both humbled and ecstatic to learn of this. As someone who has worked in liberal education for decades, this is a signal honor, a career highlight. This award also feels like a validation of years of work on climate change. It’s especially delightful coming from a group I’ve followed and worked with for decades.

More important than my own self and career, by choosing to give the Ness award to Universities on Fire the AAC&U indicates that climate change should be a major concern for colleges and universities. It connects global warming to liberal education by virtue of the award’s emphasis “on liberal education as an evolving tradition,” as well as by signaling climate as “an issue or topic in postsecondary education that is discussed substantially in relation to liberal education.”

This is how they describe climate change as the very point of this year’s award:

“Among an exceptionally strong pool of nominees, Universities on Fire stood out because of how effectively and constructively it speaks to the urgency of the moment—its subject matter, interdisciplinarity, creativity, continual grounding in learning, and focus on the future,” said [Lynn] Pasquerella [president of AAC&U].

I’m so glad they recognized the interdisciplinary nature of the topic. I raised the idea that responding to climate change might be the new liberal arts.

AAC&U has long been a leader in encouraging higher education to address a series of key topics. The organization created the high impact learning practices (HIP) model, which helped institutions implement those teaching and student support ideas. Similarly, AAC&U advanced the concept of liberal education preparing students for active civic life, as well as supporting diversity, equity, and inclusion . They also introduced eportfolios to campus assessment and curricular strategies. My hope is that the group now adds climate thought and action to that list of major, good ideas… and that colleges and universities are inspired to think and act accordingly.

I’m deeply grateful to AAC&U for this award and excited about what comes next.

2025 Will Be Wild!

2025 promises to be a disruptive year in higher education and society, not just in DC but across the US. While some now can see two demographic downturns, worsening climate conditions, and a Department of Education in transition, there are other less predictable and lesser-known trends and developments that we hope to cover at the Higher Education Inquirer. 

The Trump Economy

Folks are expecting a booming economy in 2025. Crypto and AI mania, along with tax cuts and deregulation, mean that corporate profits should be enormous. The Roaring 2020s will be historic for the US, just as the 1920s were, with little time and thought spent on long-range issues such as climate change and environmental destruction, economic inequality, or the potential for an economic crash.  

A Pyramid, Two Cliffs, a Wall and a Door  

HEI has been reporting about enrollment declines since 2016.  Smaller numbers of younger people and large numbers of elderly Baby Boomers and their health and disability concerns spell trouble ahead for states who may not consider higher education a priority. We'll have to see how Republican promises for mass deportations turn out, but just the threats to do so could be chaotic. There will also be controversies over the Trump/Musk plan to increase the number of H1B visas.  

The Shakeup at ED

With Linda McMahon at the helm of the Department of Education, we should expect more deregulation, more cuts, and less student loan debt relief. Mike Rounds has introduced a Senate Bill to close ED, but the Bill does not appear likely to pass. Diversity, Equity, and Inclusion (DEI) efforts may take a hit. However, online K12 education, robocolleges, and surviving online program managers could thrive in the short run.   

Student Loan Debt 

Student loan debt is expected to rise again in 2025. After a brief respite from 2020 to late 2024, and some receiving debt forgiveness, untold millions of borrowers will be expected to make payments that they may not be able to afford. How this problem affects an otherwise booming economy has not been receiving much media attention. 

Policies Against Diversity, Equity, and Inclusion

This semester at highly selective institutions, Black first-year student enrollment dropped by 16.9 percent. At MIT, the percentage of Black students decreased from 15 percent to 5 percent. At Harvard Law School, the number of Black law students has been cut by more than half.  Florida, Texas, Alabama, Iowa and Utah have banned diversity, equity and inclusion (DEI) offices at public universities. Idaho, Indiana and Kansas have prohibited colleges from requiring diversity statements in hiring and admissions. The resistance so far has been limited.

Failing Schools and Strategic Partnerships 

People should expect more colleges to fail in the coming months and years, with the possibility that the number of closures could accelerate. Small religious schools are particularly vulnerable. Colleges may further privatize their operations to save money and make money in an increasingly competitive market.

Campus Protests and Mass Surveillance

Protests may be limited out of fear of persecution, even if there are a number of legitimate issues to protest, to include human induced climate change, genocide in Palestine, mass deportations, and the resurgence of white supremacy. Things could change if conditions are so extreme that a critical mass is willing to sacrifice. Other issues, such as the growing class war, could bubble up. But mass surveillance and stricter campus policies have been emplaced at elite and name brand schools to reduce the odds of conflict and disruption.

The Legitimization of Robocollege Credentials    

Online higher education has become mainstream despite questions of its efficacy. Billions of dollars will be spent on ads for robocolleges. Religious robocolleges like Liberty University and Grand Canyon University should continue to grow and more traditional religious schools continue to shrink. University of Southern Hampshire, Purdue Global and Arizona Global will continue to enroll folks with limited federal oversight.  Adult students at this point are still willing to take on debt, especially if it leads to job promotions where an advanced credential is needed. 


Apollo Global Management is still working to unload the University of Phoenix. The sale of the school to the Idaho Board of Education or some other state organization remains in question.

AI and Cheating 

AI will continue to affect society, promising to add more jobs and threatening to take others.  One less visible way AI affects society is in academic cheating.  As long as there have been grades and competition, students have cheated.  But now it's become an industry. Even the concept of academic dishonesty has changed over the years. One could argue that cheating has been normalized, as Derek Newton of the Cheat Sheet has chronicled. Academic research can also be mass produced with AI.   

Under the Radar

A number of schools, companies, and related organizations have flown under the radar, but that could change. The US Working-Class Depression: "Let's all pretend we couldn't see it coming."

How is the working-class Depression of 2020 similar to the other 47 financial downturns in US history? 

Downturns are frequently precipitated by poor economic and cultural practices and preceded by lots of signals: over-speculation, overuse of resources, oversupplies of goods, and exploitation of labor. What I see are many poor practices brought on by corruption--with overconsumption, climate change, growing inequality, and moral degeneration at the root.

The "disrupters" (21st century robber barons) have enabled an alienating and anomic system that is highly dysfunctional for most of the planet, using "algorithms of oppression." And this cannot be solved with data alchemy, marketing, and other forms of sophistry.

Put down your iPhone for a minute and ponder these rhetorical questions:

Warm Koolaid (2016) signified corporate America's use of myths and distractions to sedate the masses. 

How long have we known about all of this dysfunction? Academics have known about the effects of global climate change and growing US inequality since at least the 1980s. The Panic of 2020 should be a lesson so that we don't have a larger economic, social and environmental collapse in the future.

Who will hear the warnings and do something constructive for our future? Or is this Covid crisis another opportunity for the rich to cash in on the tragedy?

The answer lies, in part, to an ignorance of history and science, and oversupply of low-grade information, poor critical thinking skills, and lots of distractions. That's in addition to the massive greed and ill will by the rich and powerful.

US downturns are baked into this oppressive system. And crises are used to further exploit working families. With climate change and a half century of increasing inequality, these situations are likely to worsen.


Workers will resist and fight oppression; they always do, but will they have a voice as the US faces another self-induced crisis, as trillions are doled out to those who already have trillions?

We live in an economic system that is unsustainable, unjust, and exploitative. While many of us in academia and the thought industry have known this for decades, those with greater wisdom have known for centuries. Techies and disrupters think it can all be solved with technology, not with profound wisdom. The ultimate in hubris and reductionism. We have to change the system politically, socially, and culturally. We have to be wiser.

How do we do that, radically change society, when our economic system has driven us in the wrong direction for so long? Some of these lessons can be learned from working class history, but they have to be applied with wisdom.

Survival of the Fittest

Social philosopher Herbert Spencer was wrong in many respects when he coined the term survival of the fittest to discuss human behavior and Victorian social policies. But social scientists would not be wrong today in comparing humans to other organisms, or to understanding (but not necessarily agreeing with) Spencer's application of survival of the fittest, especially as the guardrails of government and religion are weakened. 

Humans may appear sophisticated in some ways, but we are animals, nevertheless. Many of the laws of human behavior are consistent with the laws of nature, despite commonly held beliefs about human civilization that seemingly make us different. Yet like other animals, humans are prone to disease and vulnerable to the environment. We can adapt to change, and survive using a variety of means which may comport to our values or cause cognitive dissonance. Humans imitate, innovate, manipulate, connive, and steal. Non-human organisms, including viruses, bacteria, fungi, and more complex beings, like insects and rodents, can also adapt, and have so for millions of years, much longer than we have. We live in an ecosystem, and in communities. When other organisms thrive or die, it affects us.  

 

This new social reality (or a return to older social realities) should become more apparent in the coming years as humans across the globe deal with a number of existential issues, including war, famine, and disease--and the human-induced climate change that will pour fuel on these issues. Not only must we reexamine Herbert Spencer, we must also reexamine Thomas Malthus and determine what aspects of his theories on population may be coming back to life, and what aspects may not be as relevant

Academic Capitalism and the next phase of the College Meltdown (updated January 26, 2022)

It appears we have entered a new phase of Academic Capitalism and the College Meltdown. The previous phase involved College Mania! and the growth of the "educated underclass" (including gig workers, adjuncts and postdocs), Wall Street over-speculation, the divestment of corporations from employee benefits, and the rise and fall of for-profit colleges: Corinthian Colleges, ITT Tech, Education Management Corporation, Apollo Group, Education Corporation of America, and Laureate Education.  

Enrollment at proprietary schools is down about 40 percent from its peak in 2010 and higher education enrollment has dropped every year for the last decade.  In absolute numbers, community colleges have taken the largest hit.  Regional public universities have also experienced large enrollment declines.

At other schools, student aid has shifted from "needs based" to "merit based" making college choice for low- and moderate income families an even riskier choice

Student loan debt has crippled millions of working families, but neoliberal experts at Goldman Sachs and the Federal Reserve do not see a significant problem. 

According to the Federal Reserve, the student debt problem is ameliorated by the decline in births to people of lower socio-economic status.  The FED has also consistently reported that the debt is not a huge drag on the economy (less than 0.05 percent per year). Those developments, along with an anemic but growing student debt movement, have meant that the chance for progressive and meaningful change is limited under the Biden administration, but possible in the long run.  

This new phase of the College Meltdown has strong roots in the 1980s and involves the continued growth of the educated underclass (including elite overproduction in higher education) and more bulls*t jobs, the privatization of public higher education, the proliferation and consolidation of online program managers (OPMs) working for name brand and lesser known schools, non-profit subprime colleges, robocolleges, continued grade inflation, and the fall of the US federal student loan program. In 2020 and 2021, higher education also received three massive federal bailouts.  

Larger developments include the resurgence of authoritarianism, the hollowing out of America, and the global climate change crisis.  Despite these glaring existential problems, a looming college enrollment cliff in 2026, and growing dismay by working families, irrational exuberance and false optimism continues among most college business officers and middle-class consumers.  

Will austerity and excesses in the system lead to even more dramatic failures? Will the states and federal government ask for more transparency and accountability of the government funds that keep the system afloat?

What should we be observing in this new phase:  

1. The growth (and power) of the "educated underclass"

2. The effects of student loan debt on working families and social institutions (including religion and the economy) 

3. The state of the student loan forgiveness movement and popular opinion about student loan forgiveness

4. The health of the US Department of Education's Student Loan Portfolio

5. The growth of Online Program Managers

6. The degree that public universities are serving their citizens

7. The amount of money spent on marketing and advertising in higher education

8. Analyses of the FED, big banks, and rating agencies about the K-12 pipeline, higher education, student loan debt, and the growth of the educated underclass 

9. Local, state, and federal responses to "savage inequalities" in the K-12 pipeline, student loan debt, and the growth of the "educated underclass"

10. The rise of authoritarianism/neofascism in US education and the US as a whole  (e.g. mass surveillance, anti-intellectualism, hate crimes)

11. In deference to Bryan Alexander and his upcoming book "Universities on Fire" I must include global climate change as a phenomenon that must be observed and dealt with.  Failure to address this existential problem makes the other issues irrelevant.

How campuses engage with the climate crisis: a taxonomy (Bryan Alexander*)

How might colleges and universities grapple with the climate crisis?

This question is the subject of much of my work now, as you can see from these posts. Researching answers can lead in a wide range of directions, not to mention down some twisty rabbit holes. Today I’d like to avoid those depths and instead look at a very macro, very ten-thousand-foot level. Let’s explore a schematic analysis looking at campuses as institutions and communities, facing perhaps the greatest crisis of the century.

To start, let’s break down the different ways by which the climate emergency can hit academic institutions. There’s the direct, environmental way, as storms strike, desertification and aridification expand, fire rage, heat rises, and waters surge through a campus. We can call this the primary impact vector.


Other campus impacts result from the ones crashing through the primary vector. Think of how temperature rises, the intrusion of salt into fresh water, and the arrival of new diseases can sabotage agriculture, which then leads to human misery and economic dislocation. This can reshape the area around some campuses, not to mention challenging a university’s ag programs. It can also injure campuses which enjoy appealing physical grounds in terms of mental health and outreach. Additionally, these ecological shocks can also strike academics directly, through newly arrived diseases. Increased storms can injure a local economy by damaging infrastructure, products, and workers, which can in turn blow back on a local college or university. Let’s place all of these knock-on effects under the header of a secondary impact vector.

Humanity responds to pressures exerted through the primary and secondary vectors, and these responses engage the academy. For example, natural disasters can prompt migration; the tendency of some regions to become uninhabitable will drive even more people to seek new abodes. Economic dislocation (a secondary impact vector) can breed social problems as well as feed extremist politics. Further, as humanity revises its energy production basis to get away from carbon dioxide, all kinds of ripples can work through society, from changes to economics, human spaces, and gender roles. If we extend our response to the crisis to include rethinking society and politics (viz anticapitalism, donut economics, decolonization, etc.), campuses feel the results as they are embedded within society and politics. I think of all of these organized together as the third climate crisis impact vector.

Given this triple threat, how can campuses react? As institutions, as individual people affiliated with schools, as groups within a college or university, academics have a broad range of strategies and responses available. Following the tripartite model above, we can similarly break down the scope or domain of academic action. Seen through our macro lens, academia can act on three levels, starting with the smallest events and actions taking place on campus: The physical campus. From renovating buildings to hosting renewable power generation, turning lawns to forests or gardens, banning carbon-burning vehicles, changing food service, and embracing green computing, academics have institutional grounds and materials as a major ground of action.

The campus in its community. Colleges and universities partner with local businesses, nonprofits, government agencies, and civil society for a range of purposes. The local community can also pressure a campus in many ways, from subjecting it to policies to protests. “Local” can scale up to municipal or other subnational governance, too. In short, there’s potential for productive work as well as friction. In America we call this “town-gown relations.”

Academia on the world stage. Already higher education contributes powerfully to humanity’s climate crisis actions by producing vital research. Individual academics can act as public intellectuals, translating their research for general consumption and influence. The reverse is also true as nation-states and transnational entities implement policies or generate other influences on the academic world. Further, some within the academy – faculty, staff, students – will seek to organize for climate mitigation and adaptation efforts. Indeed, some call on us now to imagine a new, post-carbon civilization; colleges and universities are fertile grounds for such creative work.

(I’ve also been thinking about the various arguments I’ve heard about why campus populations should not seek to change their institution during the climate crisis. Let me set those aside for now, perhaps for a future post just on the topic. That’s a different response category.)

To be fair, we can easily think of responses which cross between these boundaries, such as working with a religious group with a powerful local presence as well as a significant global one. Further, there’s not a hard and fast line between town-gown and academic in the world. I tend these artificial categories to be heuristics, a very rough sketch of possibilities.

How do these two sets of three interact? Let’s play them against each other to produce that beloved tool of futurists, a grid (click on grid for a clearer image):





To explicate this scheme further, I can offer some real world and hypothetical examples for each cell on this grid.

Primary or direct impact: on campus, elevating buildings to allow flood water to pass underneath. In community: students and faculty partnering to construct and maintain a large seawall. In the world: professors publishing research modeling the impact of an Atlantic Meridional Overturning Circulation (AMOC) slowdown.

Secondary impact: on campus, revising sociology curricula to focus on climate-driven social changes. In community: increasing partnerships with local medical care providers and public health authorities to address climate-caused health problems. In the world: students, faculty, and staff lobby national governments to adopt a no-growth economy.

Tertiary or socio-political impact: on campus, setting up an institute for Post-Carbon Society. In community: offering housing and teaching for climate refugees. In the world: scholars advocating in public to block geoengineering.

I think that shows the breadth of ways colleges and universities could engage with the climate emergency, both proactively and reactively. It might be useful to give academics a sense of the options they have, and a pointer towards the multi-pronged nature of the threat.

Austerity and Disruption

With a concerted effort now to reduce government spending, higher education leaders should expect reduced state and federal support in 2025 and beyond, with demographic and climate trends also darkening the clouds. Workers and consumers should also see it all coming

Austerity has already begun. In July 2024, the Pew Foundation reported that state budgets were facing cuts as Covid-era funds ended.  The most notable cuts are coming to the California State University System, which is expected to reduce its budget by hundred of millions of dollars. But several other states are feeling the pinch. 

Austerity for higher education is also likely to increase at the state level as baby boomers reach advanced age and require more medical attention and nursing home care. How this demographic cliff of old age, reduced fertility, and fluctuating populations plays out will vary greatly across the United States. 

Some Southern states, like Florida, Texas, Georgia, and North Carolina, have improved financially despite threats from climate change. Anti-tax, anti-regulation, and anti-union laws make them friendly to corporations in search of relocation and a better deal. States in the West, like Utah, Arizona, and Nevada, are are also likely to continue thriving. Besides climate change, which is profoundly disruptive but takes generations to notice, mass deportations could affect their economies quickly--if the Trump Administration's threats can be carried out

Alaska, New Mexico, Oregon, and several states in the Midwest and Atlantic regions will face more austerity as their populations remain stagnant or decline and folks move to states with lower housing costs and less taxes, leaving others to die. Deaths of despair among youth will continue to ravage them. What happens with these failing states in the future is anyone's guess. One would hope higher education leaders would have solutions and be courageous enough to act, or at the very least allow those with solutions to talk

What would a second Trump administration mean for higher education? Summing up Project 2025 (Bryan Alexander)

What happens to higher education if Trump wins November’s election?

We’ve been exploring this question over the past year, including months of reading, analysis, reflection, and conversation about Project 2025 might mean for higher education. Today I’d like to sum up what we found.

The book, Mandate for Leadership, addresses academia directly on multiple levels. I’ll break them down here. The implications for the broader society within which colleges and universities exist – that’s a subject for another post.

I’ve organized the various ideas and threads into several headers: the Department of Education, higher education economics, international education and research, research supported and opposed, military connections, sex education, and anti-intellectualism.

Higher education and the Department of Education Many accounts of Project 2025’s educational impact draw attention to its attack on the Department of Education, which makes sense, since this is where the document focuses its academic attention. to begin with, Mandate for Leadership wants to break up the DoE and distribute its functions to other federal units. For example, the work the Office for Postsecondary Education (OPE) does would move to the Department of Labor, while “programs deemed important to our national security interests [shift] to the Department of State.” (327).

It would revise the student loan system to a degree. “Federal loans would be assigned directly to the Treasury Department, which would manage collections and defaults.” (327-330) Income-based repayment schemes would continue, but with restrictions. (337-8) Project 2025 would end the Biden team’s Public Service Loan Forgiveness program, along with “time-based and occupation-based student loan forgiveness” plans. (361) More ambitiously, the new government could just privatize loans. (353)

The chapter’s author also calls for “rejecting gender ideology and critical race theory” in the department or through its successor units. (322) This might also proceed via changes to one law, as a new secretary would “[w]ork with Congress to amend Title IX to include due process requirements; define “sex” under Title IX to mean only biological sex recognized at birth; and strengthen protections for faith-based educational institutions, programs, and activities.” (333) This culture war move could have another legal feature, given the call to amend FERPA in order to make it easier for college students to sue the government for privacy violations, in response to school support of transgender and nonbinary students. (344-346)

The obverse of these moves is having the new DoE or its replacements “promulgat[ing] a new regulation to require the Secretary of Education to allocate at least 40 percent of funding to international business programs that teach about free markets and economics.” Additionally, the government would “require institutions, faculty, and fellowship recipients to certify that they intend to further the stated statutory goals of serving American interests,” although it’s unclear what that would mean in practice. (356)

This section’s author, Lindsay Burke, also wants the next administration to change its relationship with post-secondary accreditors. She supports Florida’s new policy of requiring public universities to cycle through accrediting agencies. (332) Burke also wants to encourage new accreditors to start up. (355) Her chapter further calls for a new administration to prevent accreditation agencies from advocating for diversity, equity, and inclusion (DEI) work on campuses. (352)

The economics of higher education The Department of Education chapter would see a revamped Department of Education or its successors “[r]equir[ing]… ‘skin in the game’ from colleges to help hold them accountable for loan repayment.” (341) I can’t see how this would work in detail. Her new federal administration would also reduce funding to academic research by cutting reimbursement for indirect costs. (355)

That section also wants to reduce the labor market’s demand for post-secondary degrees. Under the header “Minimize bachelor’s degree requirements” we find: “The President should issue an executive order stating that a college degree shall not be required for any federal job unless the requirements of the job specifically demand it.” (357). Later on in the book, the Department of Labor section section also calls on Congress to end college degree requirements for federal positions. (597) That chapter wants to boost apprenticeships, mostly likely in competition with college and university study. (594-5)

International research and education. Cutting down immigration is a major Project 2025 theme, and the book does connect this to academia. It calls out international students like so:
ICE should end its current cozy deference to educational institutions and remove security risks from the program. This requires working with the Department of State to eliminate or significantly reduce the number of visas issued to foreign students from enemy nations. (141)

First, this would impact many would-be students’ careers. Second, implementing such a policy would likely depress international student interest.

Project 2025 consistently focuses on China as America’s enemy, and this means it wants United States higher education to decouple from that adversary or else face consequences. For example, the introduction warns that “[u]niversities taking money from the CCP should lose their accreditation, charters, and eligibility for federal funds.” Later in the text is some language about the government and universities supporting American but not Chinese research and development. (100) Another section sees “research institutions and academia” playing a role in Cold War 2.0:
Corporate America, technology companies, research institutions, and academia must be willing, educated partners in this generational fight to protect our national security interests, economic interests, national sovereignty, and intellectual property as well as the broader rules-based order—all while avoiding the tendency to cave to the left-wing activists and investors who ignore the China threat and increasingly dominate the corporate world. (emphases added; 218)

Later on, the Department of Justice discussion offers this recommendation:

key goals for the China Initiative that included development of an enforcement strategy concerning researchers in labs and universities who were being coopted into stealing critical U.S. technologies, identification of opportunities to address supply-chain threats more effectively, and education of colleges and universities about potential threats from Chinese influence efforts on campus. (556)

This seems to describe increased DoJ scrutiny over colleges and universities. I’m not sure what “education… about potential threats” means, although I suspect it might include pressure on academics.

The Department of Commerce section wants to “[t]ighten… the definition of ‘fundamental research’ to address exploitation of the open U.S. university system by authoritarian governments through funding, students and researchers, and recruitment” (673) More succinctly, that chapter calls for strategic decoupling from China (670, 674). We can imagine a new federal administration – along with, perhaps, state governments, businesses, nonprofits, and foundations – asking academia to play its role in that great separation. One of the trade policy chapters broods about how “more than 300,000 Communist Chinese nationals attend U.S. universities” and it’s hard not to see this as a call for reducing that number. (785)

That chapter’s author, Peter Navarro, condemns one leading American university for allegedly enabling Chinese power:

Huawei, well-known within the American intelligence community as an instrument of Chinese military espionage, has partnered with the University of California–Berkeley on research that focuses on artificial intelligence and related areas such as deep learning, reinforcement learning, machine learning, natural language processing, and computer vision, all of which have important future military applications.28 In this way, UC–Berkeley, whether unwittingly or wittingly, helps to boost Communist China’s capabilities and quest for military dominance. (785-6)

I can’t help but read this as a call for federal scrutiny of academic international partnerships, with sanctions in the wings.

Project 2025 looks at other regions of the globe and wants higher education to help. For example, the State Department chapter calls on American campuses to assist its African policy: “The U.S. should support capable African military and security operations through the State Department and other federal agencies responsible for granting foreign military education, training, and security assistance.” (187)

Other federal units come in for transformation which impacts colleges and universities. One chapter calls for “reinstituti[ng] the National Security Higher Education Advisory Board.” (Wikipedia; 218) The USAID chapter would cut some post-secondary support, based on the argument that “[w]e must admit that USAID’s investments in the education sector, for example, serve no other purpose than to subsidize corrupt, incompetent, and hostile regimes.” (275)

Support for and opposition to research Project 2025 consistently calls for research and development, at least in certain fields. The Department of Energy chapter enthusiastically promotes science. That chapter also tends to pair research with security, so we might infer increased security requirements for academic energy work. Alternative energy and decarbonization research would likely not receive federal support from McNamee’s departments, as he might see them as a “threat to the grid.” (373)

The document also calls for transparency many times, which might benefit academics as it could (should it occur) give greater access to more documentation. One passage actually uses the language of open source code: “True transparency will be a defining characteristic of a conservative EPA. This will be reflected in all agency work, including the establishment of opensource [sic] science, to build not only transparency and awareness among the public, but also trust.” (417)

On the flip side, Project 2025 opposes climate research throughout. For a sample of the intensity of this belief,

Mischaracterizing the state of our environment generally and the actual harms reasonably attributable to climate change specifically is a favored tool that the Left uses to scare the American public into accepting their ineffective, liberty-crushing regulations, diminished private property rights, and exorbitant costs. (419)

That passage exists in the Environmental Protection Agency chapter, and fits into its author’s desire to cut back the EPA in general, but particularly to end its support for academic research. There are specific examples, such as “[r]epeal[ing] Inflation Reduction Act programs providing grants for environmental science activities” (440). This is also where we see a sign of Project 2025’s desire to get more political appointees into federal positions. There would be “a Science Adviser reporting directly to the Administrator in addition to a substantial investment (no fewer than six senior political appointees) charged with overseeing and reforming EPA research and science activities.” (436) That would have further negative effects on academic work.

Later on, the Department of Transportation chapter calls for shutting down the National Oceanographic and Atmospheric Administration (NOAA). Why? NOAA is “one of the main drivers of the climate change alarm industry and, as such, is harmful to future U.S. prosperity.” (675) Faculty, staff, and students who rely on NOAA would lose out.

Military and civilian higher education There are many connections here, reflecting a view that all of academia can contribute in an instrumental way to American military and foreign policy goals, while also being reformed by a new administration. For example, the text calls for reforming post-secondary military education, asking a new government to “[a]udit the course offerings at military academies to remove Marxist indoctrination, eliminate tenure for academic professionals, and apply the same rules to instructors that are applied to other DOD contracting personnel.” (104)

There’s also an idea for creating a new military academy, a Space Force Academy:
to attract top aero–astro students, engineers, and scientists and develop astronauts. The academy could be attached initially to a large existing research university like the California Institute of Technology or MIT, share faculty and funding, and eventually be built separately to be on par with the other service academies. (119)

Related to this, a later discussion calls for the creation of a new academic institution dedicated to financial warfare:

Treasury should examine creating a school of financial warfare jointly with DOD. If the U.S. is to rely on financial weapons, tools, and strategies to prosecute international defensive and offensive objectives, it must create a specially trained group of experts dedicated to the study, training, testing, and preparedness of these deterrents. (704)

Earlier in the book there’s some discussion of reforming the Pentagon’s purchasing systems calls for spreading some Defense Acquisition University (DAU) functions to “include accreditation of non-DOD institutions” – i.e., potentially some civilian institutions. (98)

Project 2025 would reverse certain Biden- and Obama-era human rights provisions for military academies’ faculty, staff, and students. It calls for “individuals… with gender dysphoria [to] be expelled from military service…” (103)

Sex education, research, support for student life All of this appears under threat. Here’s the relevant passage from the introduction, a shocking response to pornography: “Educators and public librarians who purvey [pornography] should be classed as registered sex offenders. And telecommunications and technology firms that facilitate its spread should be shuttered.” (5) This seems aimed at K-12 schools, where so much culture war battling has occurred, but we shouldn’t assume higher education would escape. Remember that it’s a common strategy for critics to label sex education and research materials as porn.

Anti-intellectualism Project 2025 respects knowledge and skills insofar as they assist with making a new administration succeed, but is at the same time very skeptical of their role in broader society, when formally recognized. It wants universities to develop new technologies, but not to advance DEI. For a clear sense of what I’m talking about, here’s the introduction’s take on credentials:

Intellectual sophistication, advanced degrees, financial success, and all other markers of elite status have no bearing on a person’s knowledge of the one thing most necessary for governance: what it means to live well. That knowledge is available to each of us, no matter how humble our backgrounds or how unpretentious our attainments. It is open to us to read in the book of human nature, to which we are all offered the key just by merit of our shared humanity. (10)

One could respond that most of the book’s authors possess intellectual sophistication and/or advanced degrees and/or financial success, but that’s part of the conservative populist paradigm.

Summing up, Project 2025 presents multiple challenges, threats, and dangers to American higher education. Proposed policies strike at academic teaching, research, finances, autonomy, and some of the most vulnerable in our community. It outlines routes for expanded governmental surveillance of and action upon colleges and universities, not to mention other parts of the academic ecosystem, such as accreditors and public research entities.

Keep in mind that Project 2025 isn’t necessarily a total guide to a potential Trump administration. The candidate has denounced it and led the publication of another platform. I’d like to explore that document next. We should also track Trump’s various pronouncements, such as his consistent desire to deport millions of people. For that alone we should expect a major impact on higher education.

Yet Project 2025 draws deeply on Republican politicians and office holders, not to mention conservative thinking. It seems fair to expect a new administration to try realizing at least a chunk of it, if not more.
